The road is regularly closed by the winter
but is this for every winter? Because the tagging is only for 2016: vehicle:conditional=no @ (2015 Nov 21-2016 Apr 1). OSRM does not route there, but mapzen and graphhopper does (and so does maps.me, thats why I had to turn back for a long way...)
It would decency to write a comment for reactivation
Every year is a different season road closure
so nobody tagged for this year. I guess this will happen again and car drivers will stuck in this dead end again. I will start a discussion on tagging if there is any solution

The road is closed according to the snow cover. This year, I do not know when it comes to the first snow and not even the next year.
On the road, the general tag [vehicle:conditional=no @ (Nov-Mar)] is added, because roughly during this period it is inconvenient due to the snow cover.
