Is it a problem of OSM?
I'm not sure, bit presumably so. The routing system in Osmand was used, but I presume the issue occurred because the map indicates a way to get directly from inside the tunnel to the street. I've never had a problem like this before with the Osmand routing system (after years of use)
This seems to be a general problem with all buildings next to the tunnel, although the tunnel in on layer -2, but I think that only affects rendering. The tag level does not apply to tunnels, I think. I guess the navigation will not consider it either?
I just added to that misleading highway=service an additional access=delivery (which is correct and was missing). Now, a well made router should not lead you that way. Don't know how Osmand is dealing with access=delivery. What do you guys think: Can we close this note now?

Well, both Mapzen and OSRM still have that problem. I think the only way to resolve it is to tell OSM that the tunnel and the buildings (and the Ben-Gurion-Straße) are on different levels, which is not possible afaik.
not sure, whether Mapzen and OSRM also need some time for "rendering". I remember improving and adding some cycleways which were not recognized by both of them for maybe 2-3 days. Don't know whether it was caused by unrendered ways in OSM or Mapzen/OSRM using some kind of OSM data "cache" which is not updated every second.

Also am Update lag es jedenfalls nicht, es hat sich nichts geändert.
Fahrrad(Mapzen) behauptet gar, dass das Ziel nicht mit dem Rad erreichbar ist. Der Grund dürfte sein dass einfach die am nächsten ans Ziel reichende Straße fürs Routing genommen wird. Wenn man da nicht mit dem Rad langfahren kann, tja, dann ist das Ziel wohl nicht per Rad erfahrbar. Selbiges gilt für Fußgänger.
Das Problem liegt aber wie in der Diskussion schon besprochen doch am Routing, von daher kann das hier wohl geschlossen werden. ¯\ (ツ) /¯
