It's not used for military purpose anymore, but was used till 1989/90 by russian army. There are still signs which tell pedestrians to keep away from that area because of maybe hidden dangers (grenades, whatever?)
I have tagged it considering both comments here https://forum.openstreetmap.org/viewtopic.php?pid=598519#p598519 which I found to be sensible. If anyone disagrees please simply open this again.
