I supposed that's correct, right?
I changed https://www.openstreetmap.org/way/281412394 (A) to steps, but the note was linked to https://osm.org/way/1230560896 (B) - two different ways.
A was tagged as footpath and B as steps, while in reality it was the other way around. I changed A to steps, but it's not possible (I think?) to change steps to footpath in StreetComplete (which I use in the field), hence the note.
It should be OK now (https://www.openstreetmap.org/changeset/158734356)
