I rather don't think that specifying the kind of surface is sensible here in any way. Trains usually run on iron rails that are fixed to sleepers, which in turn are embedded in gravel in almost all cases. Maybe the original mapper has added the surface tag for not to forget anything ;-)
Wurde hier gefixt, aber bei den anderen Objekten in der Umgebung noch nicht (siehe Overpass-Abfrage im Changeset).
Ich habe den Rest analog zu https://www.openstreetmap.org/changeset/136711784 aufgeräumt.
