the way pavements are mapped in this area is confusing and non standard, should it be changed to a tagged approach?

They definitely look like they should be split up by road and have crossings added in where appropriate.

You are either using a browser that does not support JavaScript, or you have disabled JavaScript.

OpenStreetMap uses JavaScript for its slippy map.
