From the illustration it looks like it includes both paper and plastic cups. Not sure how to tag that so I’ve added what I can and asked about it here:

The city of Seattle only recycles certain types of plastic containers through ordinary home and public pickups. They don't melt down polymers except in specific circumstances with specially scheduled pickup, they mostly only clean and resell plastics. Generally plastic or paper cups are recyclable if they are "clean". Styrofoam is not recyclable in any form.
