Why is this mapped as a highway=path rather than highway=cycleway? It's mapped as highway=cycleway further to the east, and as far as I can remember, there's no change to the surface/designation/signage/segregation?
I see this was originally mapped by https://www.openstreetmap.org/user/ika-chan!%20UK-USA as highway=cycleway, but changed (by same editor) to path in 2019 along with some other tagging changes.

If TfL changed it since then, feel free to update it.
I see what you mean. But https://wiki.openstreetmap.org/wiki/Key:highway says for highway=path "Use [...]
highway=cycleway for one also usable by cyclists [...]. So, both seem to be allowed. But the point of the opening post is inconsistency between the way various sections of this route are tagged and that we should aim to do them similarly.
