I'd agreee, although with close to 500 usages it's not so niche a value anymore. Just half of stepping_stones. Perhaps it's easier to treat it as a synonym to wood for data consumers.
1) adding synonym to ever single data consumer using OSM data is annoying at best
2) there are boardwalk made not of wood (I have seen plastic ones in Israel)
