I surveyed this today and added "barrier=bollard". Also added "width=2.7" (I measured it). I've tagged it as "cycle=yes; foot=yes; wheelchair=yes", rather than "cycle=designated", as it is not part of the redway network and there are no signs to say that it is a cycle path. I hope that you are OK with this.
