This tag should be on ways, not nodes. I also know for a fact you can't walk on the Western Port Highway!

It was completed in JOSM and wasn't obvious that is had tagged nodes as well as ways. I would have thought JOSM would give me a warning if that was the case, that is disappointing. I'm periodically going back through each of the trunk roads where there is no ped/cycling access. Kings way under Crown is another example where it is incorrect. Thanks for highlighting Western Port as well.
