Hi, can you tell us WHY you removed the admin tags? i think, OSM is loosing a lot of good information.
btw: we in germany are happy about any AL9 (suburb of a town), because that is very helpfull i.g. for using nominatim.

Ukrainian community has been working for a long time according to the scheme that it deleted.
You can look in any sector of Ukraine and see what admin level = 9 or 8 is used (in the old schema) in small towns and villages.
