adding highway=service to an area a secondary roads runs through is tagging for the renderer. https://wiki.openstreetmap.org/wiki/Tagging_for_the_renderer In addition, applications which do other things based on OSM data than rendering maps, will treat the outline of this polygon as a circular service road along the outer boundary of the road area! Please don't do it. I therefore reverted this change and cleaned the area up (https://www.openstreetmap.org/changeset/52257933).
If the road is highway=secondary, its area has to have area:highway=secondary. If the roads is highway=tertiary, its area has to have area:highway=tertiary.
In addition, you created an invalid multipolygons (http://tools.geofabrik.de/osmi/?view=areas&lon=-79.03525&lat=35.93323&zoom=16&overlays=duplicate_node,single_node_in_way,duplicate_segment,way_in_multiple_rings,intersection,intersecting_segments,ring_not_closed,touching_rings,role_should_be_inner,role_should_be_outer,inner_with_same_tags,ways) . Your editor (iD) does not check if a multipolygon you are going to upload is valid, so please read the documentation (https://wiki.openstreetmap.org/wiki/Relation:multipolygon) and use an advanced editor (JOSM) which validates the changes before uploading them.
