  You may use Search Geodetic Control Station Summary to download individual Station Summary in PDF format, or use the direct URL in the following format:

  "http://www.geodetic.gov.hk/summarysheet/[STN_NO].pdf" where [STN_NO] is the Geodetic Survey Control Station number.

  The Geodetic Survey Control Station Summaries are free of charge. However, users have to read and abide by the corresponding terms stated in the Important Notices, and Privacy Policy before download and use.

  Yes, but "free with conditions" does not mean "open source and also compatible with the ODbL", especially because of the additional requirements for government attribution and compliance with the Terms of Use. I'll ask on help.openstreetmap.org.

  I am not going to resolve the license issues about the name, the height and coordinates of survey points. The best thing to do is to remove them to avoid any problems.

  Probably best to leave the data until the question on help.osm is resolved, as I'm not entirely sure and there's still the option of asking for government permission to waive the conditions.
