psv=* tag should contains values such as
yes (public service vehicles allowed)
no (public services vehicles not allowed)
designated (roads designated for public service vehicles)
etc.,

As the wiki says "for values see access=*", the values such as "bus", etc. on access, psv tag is nonsense. What does that mean for "bus" access of public service vehicle?

If not all public service vehicles are affected on that road, more specific transport modes (e.g. bus=*, share_taxi=*, taxi=*) are used. For example, "vehicle=no; bus=designated" is used on a bus only road.

As requested in https://help.openstreetmap.org/questions/52108/reverting-a-very-large-changeset (and following a request to the Data Working Group) I've reverted this in https://www.openstreetmap.org/changeset/42308186 .
Where changes had been made in the meantime, I merged the changes (8 ways needed changes merging)
It may well be that "psv=bus" isn't the best way to tag all these, but it may need replacing with something else, and a large mechanical edit such as this really does need community discussion first.
The things that you have to do before performing a mechanical edit are described over at http://wiki.openstreetmap.org/wiki/Automated_Edits_code_of_conduct . There are clearly a number of people interested in mapping bus infrastructure in HK (I'm aware of that from the recent mailing list discussions) so it really does make sense to discuss first.

To 小智智: To confirm, should `psv=bus` be changed to `bus=designated` and `psv=gmb` be changed to `minibus=designated`? (Red minibuses, if any, would probably be `share_taxi`.)

For bus and share_taxi, yes.
For minibus, actually that tag is invented by me as I can't find the international equivalent. If you know better key than minibus, feel free to use it.

It's probably best to use minibus. Maybe ask help.osm.org or make a formal tag proposal? It's not so useful if it's not rendered or in JOSM presets.
