The Roman Steps are NOT where you have tagged here as named. These ways are a path which leads to the steeper "stepped" packhorse track known as the Roman Steps. Did you delete an earlier way as the history for this way does not reference the original? This path was marked previous to your edit but now there is no history prior to the changeset 31428280 in which you created the way. You then reference this error as a Source for a revert?
You do seem very quick on the draw with your reverter plugin.

You could consider having a look at the way 31428280 I linked as source as of version 8 (which you created – and also the version 7). Most easily this can be done with reverting /my/ edit number 33836893.
Then you will see that the way you and all the previous mappers assumed correctly named with "Roman Steps" ended in the North at Cwm Bychan.
As I split this way for adding bridges, steps, embankments and so on of course the "original" way got shorter and the new created segments still having all the tags on them including "Roman Steps" are shown with me as their creator. When you look at their nodes you can see that they are older then the ways they belong to.

You could also do a local revert of this changeset and see how the data looked before.
As for quickly "drawing" the reverter plugin: In the short time we "know" each other you were the first reverting without communicating. I waited four days during which you mapped but didn't answer.

If it is not obvious:
I split and mapped the original way of the Roman Steps into parts where the steps still do exist and the visitor walks on them and in parts where they vanished.
