Did you discuss this deletion anywhere with the local OSM community before doing it? If so, where?

No. didn't
No use for redundancy.
Realy great are highwys who are members of 3 relations
or enormous gaps
or highways of different names in one relation etc.

OpenStreetMap is a collaborative project. It's important that we all work together to create the best map that we can. If we didn't all work together I'd only have a map of some roads and footpaths where I live, you'd only have a map of what you've personally surveyed where you live, and so on.

It's important to communicate changes for another reason, too - if people are creating data that is in some way "invalid" (and that's still open to discussion here, I think) then it's important that the people who are doing that know that they're doing it so that they can do it differently in the future.

Yet another reason why it's important to discuss changes such as this is that people do use this data - they create maps (online and offline) from it, they extract datasets from it and they use it in other ways too. If you're changing the data that's stored they won't know why, when they extract something today they get different results to yesterday.

I've mentioned this changeset on the talk-it list ( https://lists.openstreetmap.org/pipermail/talk-it/2015-March/047202.html ) - I'd suggest that you engage with the Italian community either there on that list or here in this changeset discussion.

reason i changed data is mentioned in the change set comment.

I am for reverting this changeset:

1. The user has very likely violated the community guidelines for automated / semitautomated changes (not looked individually at every object he deleted).

2. Deleting this amount of data should generally not be decided unilaterally on an individual basis, even more if it happens far from the home of the user, and when the user is not able to communicate with the local community (user speaks no Italian and has problems with English). This shows some disrespect towards the local mapping community.

Also the user is either actively trying to hide his identity and other pseudonyms within the OSM community or he is a genius and really a new user who has found out just 2 days after signing up, that this particular relation type is useless and how to delete them in a huge area. I tend to believe the former and think that the reason for hiding behind a newly created user is that he is well aware of the controversity of his edit.

When you self say the data is useless, so why you restore?
