IE: downgrade all GNS place=hamlet nodes to place=locality

  Any further history on this downgrade, i.e. why they were classified as hamlets in the first place, and what criteria we should be using to reclassify as hamlet and/or what the policy is for locality vs. hamlet vs. village in Ireland? With thanks!

  These were imported a long time ago from GNS when Ireland was practically devoid or any placenames and place=hamlet was used instead of place=hamlet.

  Most of these GNS nodes are inacurrate could be deleted as the townlands boundary project has resulted in accurate

  typo:
  place=hamlet was used instead of place=locality

  Cool. All the gns:* tags give the impression of some external authority. It's not clear that you should remove any of them when you update the node. I still don't know what 'gns' stands for despite looking through lots of archives.
