Small question: did you check if the cycle route relation '2-13' is singposted on the field? When I passed by there 3 weeks ago it was not yet signposted ...

yes, it is signposted now. I visited it last Saturday as well as 13-15 and 2-18.

Indeed, a month ago or so, a lot of those routes were not signposted yet, but now, at least on my area, they are.

I've heard that the plan is to finish the job by the end of this year.

2 weeks ago Visit Brussels organised a gathering to thank the volunteers who helped checking the signs. Based on the remarks a company would still adapt or put new signs if possible. By principle the "job" should be finished by now.
