I guess my concern with using the VicRoads or PTV data is that many tram stops have shelter from adjacent buildings that are not necessarily dedicated to shelter for the stop, and is not included in the open data. Some of the seating that is not owned by a state government authority is also not included. The data would be useful for the accessibility aspect though.
