Locally there are many gates that are closed only under certain conditions
Generally these are "poor" weather, but most of the dirt roads are closed after rain etc...

Hi,
there is a proposed feature http://wiki.openstreetmap.org/wiki/Proposed_features/Dry_weather which is meant for roads. You could use that for gates too of course.
