Someone broke OpenStreetMap again

It appears London appears flooded at least on the map. I can't see where the problem is: can anyone help please because I am getting too frustrated to do that.

...and if it is caused by a genuine vandal, please deal with them harshly. Thanks.

Seems to be ok now. I would guess it was just someones mapping accident, not an intended vandalism.

The phrase relating to vandalism was for an unlikely occurrence of such, given that I've encountered a few incidents (unsourced bitcoin nodes, unexplained closure of notes and the lingering effects of the "improving security" vandal that someone told me about.
