Interesting. The Bing imagery is from 2011 and seems to show the railroad being virtually gone in the roadway. You would think the road might have been repaved by now and all traces removed. However as of March 2015 the road markings are clearly still on the pavement as seen in this mapillary sequence: http://www.mapillary.com/map/im/ts4PMY5baTmLlj2pTW2e4Q/photo
Also, it is weird that there is a stoplight here. (also barely visible in the Mapillary image) Except for the railroad there is no reason to stop traffic...
Yes, the traffic light is there to stop cars so the train can cross the road. As far as I know, it is simply out of service, and not abandoned. I'll look next time I got that way and see if the crossing is marked EXEMPT.
