Brown dashed line means "track". Private roads are allowed to appear on the map, but would normally have an access=private tag (this doesn't, but it may not be obvious on the ground). This was added by username 'Simon Nuttall', so I'll draw this note to his attention.
There's no reason a name can't appear on the map if it is in local knowledge and parlance, of course - it doesn't have to have official council sanction.
Loads of people I know locally call it African Road and I noticed it did appear on a map circulated by a local political party.
