It is listed as a park on the Brent Council website, here:

On that basis, it would appear to be a public park.
There is a lot of information on Brent's web site that would be nice to use, but it all under their database copyrights, so can't be used.
It's definitely a park, albeit not a very nice one. I used the NW and SW entrances today (either end of a service road), there were no signs restricting entrance, just a "Brent Council Open Space " notice. I've changed the pedestrian access rights to a yes from private as a result
