It's been a very long time since I've been to Cyril, however, last time I ws there, OK 19 and OK 8 met with a brief 277 concurrency.
It's possible Wikipedia is wrong. Also, it appears OK 19 isn't labeled in ref=* and probably should be.
19 has a breif concurrency with 277 until it meets 8 at N/S Baskett. Is there an easy way to derive ref=* from relations in JOSM? Honestly, though, this far into the game I really think it's time to seriously propose killing the "ref=* on ways to describe underlying routes" dinosaur in favor of relations like Linux killed ext1 support a decade ago already.
Once the rendered map moves to relations, that might be a sensible move, but not until then. Right now, the OK 8 and US 277 labels come from ref=*.
